The way you phrased it was like you were thinking it should be one or the other. On the forums or on 3rd party sites. Why not both which is the case for this thread where the OP’s question was answered on these forums and on reddit.

The Devs use several platforms to disseminate information, so that players (and others) have many sources for said information. Some prefer to gather information from forums (Official, Reddit), some prefer social media sites (Facebook, Twitter), etc., etc. =)
Some information is better promulgated in certain formats, such as AMAs on Reddit, or fast hotfix/bug information on Twitter, as well.

Sane people look for the news at guildwars2.com right under the word ‘News’. Why? Well, becuase it says ‘news’, not ‘forum’.
