Just found a ton of gear that one of my alts will benefit from greatly, but i’m apparently not allowed to send items. Just curious when this restriction goes away.

You cannot send mail to your own characters. Just read it when I googled it…lol.
Just started myself.
You do get access to a bank soon, I accessed it in Lions Arch but I think there are other places as well.

We cannot mail ourselves. Put them in the bank and collect with the alt.

There are banks in each starting city (after the tutorial you’ll spawn right outside of these). Also all crafting stations have bank access, even if your character doesn’t do any sort of crafting.
