Most likely Tuesday, 23 June, 2015 as the major updates are typically every other Tuesday.

I would guess in 2~3 weeks.

Given that ANet doesn’t release much information until very close to it going live, I would expect the fairly near-term. The 23rd isn’t unreasonable, but within a month from yesterday is probably safe.
