No and no. They wouldn’t give you a refund for gems just because you stopped playing.

Refund gems, nope, you can’t. Most you could do is to convert them to gold and give it to someone if you want to. About the ascended gear, no way to transfer them to a different account. You can use the transmute to white gear – use transmute splitter trick to transfer to another character, but always on the same account.

It’s a pile of Elonian protection magic, mixed with a little monk training,
wrapped up in some crazy ritualist hoo-ha from Cantha.
A real grab bag of ‘you can’t hurt me. They’re called Guardians.

You could use the gems to buy items that aren’t account-bound and give them to your guild mates. Minis come to mind.

Still he won’t get a refund. It’s stupid to ask ANET refund the gems you bought, just because you decide to stop playing. By that way, i will ask blizzard to refund me all the sub money i payed them to play(5 years, ~600-700 euros) WoW because i stopped playing.

That was my thought. If they decide to leave and get a refund of unused gems purchased with real money, what better way to let them leave with a more positive customer (which differs from “player”) impression? Leaving a happy customer goes beyond Guild Wars, it applies to every other entertainment product they sell.

I think it’s smart business.

On a slightly pedantic note, since you can’t delete your account you can check out anytime you like but you can never leave.

Anet still might refund the gems, can only ask.
