When will Zaishen Missions return?
The Zaishen Missions was added late into GW1 run simply as filler, a means to give players something to do and like you said GW1 and GW2 are 2 very different games.
If they do add it (which I don’t think they would) it would be completely different than it was in GW1 because things work differently.
Take the Zaishen Missions
Zaishen Mission: GW2 personal missions can’t be replayed unlike GW1 missions. Only the living story can and you have to replay the episode in mission order, not pick and choice what mission you want to play. Also I think when you replay an episode for a second time you have to pay gems to do it again.
Zaishen Bounty: GW2 doesn’t have “bosses” like GW1. So the only way they can make this work is if the bosses were world event bosses.
Zaishen Combat: Gw2 PvP is different than GW1 so it to would have to be overhauled. Also Anet saw in GW1 this bounty could easily be exploited. “Red resign day” ring a bell to anyone that remembers it? So since Anet is 100x more paranoid about GW2 in-game economy I don’t see it happening.
Zaishen Vanquish: Would have to be something entirely different since unlike GW1 in GW2 you don’t get your own personal copy of the map when you go out into the world where everything you kill stays dead.
I’m not sure how they could make it work in a game filled with so many others on your map at the same time.
Let’s say they have something like ‘Kill 10 champs’ as a Zaishen. That’s maybe 3 circuits of the Frostgorge champ zerg so that really wouldn’t work. I guess they could have you do a specific Living Story segment, but most of those are more time consuming than challenging or even interesting after you’ve done them once.
It’s easy to say “put in Zaishen” but harder to do. If there is only a few a day to do, then unless it’s instanced there will be a zerg doing it with you. If they make enough to have numerous choices a day, then to do that they have to pull people away from the projects they are currently working on (hopefully an expansion). If there are numerous choices a day then they have to be balanced in difficulty (difficult to get right) or the reward has to be carefully calibrated, something that ANet hasn’t really shown an aptitude for (the joke about 2 greens and a blue comes to mind). If they don’t then people will simply do the easiest each day.
So it will either have to be numerous choices a day (carefully calibrated in difficulty and reward) to reduce the size of the zerg or they will need to be instanced. I think you are asking for ANet to do a large amount of work in making these missions. If they are looking for stuff to do, that’s fine, if they already have a full plate then it’s unlikely they will take this project on.
I did the Zaishen in Guild Wars 1. There’s a couple of big differences that need to be considered.
1) the whole game was instanced. You never had others doing the quest with you unless you specifically invited them.
2) when the Zaishen were put in, the heavy lifting (the making of the quests) was done beforehand. All ANet really had to do was put in the rewards.
Let’s compare two champs, Guild Wars 1 Molotov Rocktail vs Guild Wars 2 the Nageling Giant.
The Rocktail is in an instance. When you go in, you are the only party there. It’s also there waiting for you. You can set it up, do the kill and get the reward.
The Giant. When you go there it may or may not be ready to go, possibly you have to wait a half hour or more. In addition, you aren’t the only party. There will be a large number of people doing this also. If it’s a Zaishen, it could be a full map’s worth of people.

Couple of errors in your statement above, once you’ve played through the LS episode, there is no restriction on the order in which you need to replay them, you can replay any episode you want, not just in the order released.
Second, LS2 is free if you unlock it during the 2 weeks that the episode is under live release, it only costs gem to buy if you miss the free release window, and once you purchase it you can replay it as many times as you like.
Never, dungeons in GW were fun, that’s why Zaishen dailies worked and why I loved getting pm’s from randoms for help. There’s a reason poople farm world bosses in GW2….drumroll….for the same biased rng.
From what I gather it seems spokespeople are being chosen which means in true ANet style Lordkrall and Vayne have already been picked but Anet will make a big show for Xmas of pretending!

To the OP – I’m sorry to hear about your guild and experiences thus far. Hopefully things change in the future, however I wouldn’t bet your free time on it. Many of my friends who used to play GW2 quit because of the lack of content keep tabs now and again. If you haven’t yet subscribe to Guild Wars 2 news through Google.
In the GW2 environment, Zaishen Missions or similar are impossible. The existing dailies and monthlies are largely meant to be equivalent, but of course they’re no where near the same.
However, I would dearly love if they put in Challenge Missions like the old Glint’s Challenge.
As instances for various areas already exist, it would be a comparatively small thing to turn it into an instanced fight. Say, in Dry Top we can go into the Cavern of Shining Lights where we had to do the defend against Mordrem part of the LS. So why not make it a survival mission. Protect Taimi against increasing strong waves of Mordrem. Everyone knows how strong they are especially with all the CC and conditions they bring. A Last Stand style fight would be brilliant and being a mini dungeon instance, there’s no need for redevelopment of content. Best of all, to satisfy the anti-zerk meta enthusiasts, it wouldn’t be type of content that could be zerked.
