When will changes be made?
Season 2, which starts July 1st, is fully permanent content. It was revealed about 20 days ago – and there was a follow up live stream further elaborating that stuff.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

Going forward all LS content will be available from the Living Story Journal, making it all permanent content. To unlock said content in the journal for free, all you have to do is log in once during the two week period that the chapter is running. If for some reason you missed said chapter, it can be unlocked for a small gem fee. As for bug fixes, they do those all the time. Plus they’ve made some huge QoL updates, especially lately.

You are asking “when”? But Anet has never indicated (beyond the new Journal system allowing certain LS2 content to be replayable) they are going to do ANY of what the OP assumes is in the works. Shouldn’t you ASK (yes, I know it has been asked many times) and get an acknowledgement these things are in some way being worked on before you ask WHEN they are going to happen?

Quality perma-content? Well that remains to be seen.

I’ve been playing since launch with no long breaks and there’s some stuff in there I had totally forgotten was changed. Like the costume brawl and the skritt burglar and Modus Sceleris events, I forgot they weren’t in the game at launch.

Some of the changes people have requested is real PVE balance especially in classes that have long been placed in a perma-beta setup like Engineers.
Some of us have stated we’ve been waiting for the game we paid for, calling for them to go back review their interviews during beta and launch and adding the things they said they’d add during that time to make the game an actual casual experience instead of what hardcore kids keep mislabeling the game as when they use that word.
And many more still are awaiting long promised changes to the rewards system, it’s been 6 going on 7 months now waiting for any announcement that might remove the grind and improve rewards so when you’re doing any and all of the activities in the game in every playstyle you actually get rewarded for your time and can actually play the way you like.
