Usually at the start of the day in the US. So that would be about 14-16 hours from now.

It goes live same time for everyone, the time on the clock is arbitrary.
The ANet offices are on the west coast of the US. Therefore the time the update will release will be when they are in the offices. Usually people start at either 7am to 9am and the day ends sometime between 3pm to 6pm. So sometime between those hours Pacific time is when it will drop.
Virtually all scheduled major patches have released between 9 and 11 am Pacific Time. (Unscheduled bug fixes can happen at any time, most often in the afternoon, Pacific Time.)
But there’s no fixed time.
