I’ve checked all the storyline but there isn’t any signs showing that they will be rewarded.
The database websites also don’t have those items listed, like they don’t exist in the game.
Trooper items certainly are rewarded in the story, that’s where my Ranger got the shoulders and “helm” she wears and I also have jacket gloves and boots(?) in my bank.
That’s a Human Ranger with the Order of Whispers in case it makes a difference.

Did you remember that your boots and gloves were given by the quests?
I’ve been concentrating from when I get the head part, shoulder jacket and pants, but no boots and gloves at all.
I’m having the same problem with my Norn Guardian set, the Mending Heavy Armor, I got every single piece except for the pants during my middle levels and I’m absolutely sure I didn’t miss it, I wanted to complete the set, so I kept choosing that piece all through my rewards and now all of the sudden I stopped getting them.
So then I looked up gw2db and guildhead and the wiki and the mending pants don’t even seem to exist, wtf!
How could they offer me a set like this and not let us complete it, that’s like being a coin collector and you get one of those books with 9 slots in them, you get 8 of the 9 coins but then find out the 9th coin was never even printed, what a slap in the face, thanks ArenaNet…
The gloves and boots don’t exist. It uses the same skin as the Caudecus’s Manor (dungeon) medium armor, though, so you can get it. It’s called Divinity Councils armor, and it costs 1380 tokens in total. The rare version of it seems to be bugged, I can’t buy it on my thief… http://wiki.guildwars2.com/wiki/Caudecus%27s_Manor_armor
Also, if you run CM thrice a day, once on each explorable path, it will take 8 days to get all the armor. Or, if you run each path twice per day, you can get it in 6 days. Good luck.
