Notice the guild keg in your screenshot. I actually saw one, along with a fireworks launcher, next to the wintersday merchant in Divinity’s Reach a few days ago.
It all comes from http://wiki.guildwars2.com/wiki/Guild_Banquet It puts out a guild keg, banquet table, and “other party items” which I’m assuming is the fireworks launcher.

Yuu can also get fireworks in Rata Sum on one of the lower levels… Haven’t been there since they disabled fireworks in WvW though.
I mostly play for the new Free-For-All arena in PvP lobby.
