I’m after Superior Runes of the Eagle. I know they can be bought on the TP, but can the be crafted or bought from NCP’s, where do they come from, are the loot drops only, what drops them?

Random drops on Exotic armor, so far as I’ve seen. Which means you need to get Exotic to drop OR throw Rare sigils/upgrades into the Mystic Forge and hope for an upgrade.
