Where to level after Diessa Plateau?
My brother has a free account and can’t travel to Lion’s Arch until he’s level 35. The problem with that is that he’s in Diessa Plateau and just finished at lvl 26. He could run all the way over to the 3rd Norn zone, but he’ll be 4 levels too low, and that’s a really awkward and crappy gameflow. He can’t get to the Gendarrin place that’s lvl 25+ though because of the free account thing. What’s he supposed to do? Every nearby zone is lvl 40+
Why can’t he get to the Gendarran Fields? I’ve not had a free account, so I don’t understand. It seems like he could just go from Diessa Plateau to Wayfarer Foothills to Snowden Drifts to Gendarran Fields…. he never has to bother with Lion’s Arch, nor go into a zone above his current level.

He could also just do all of the hearts and map completion for Wayfarer Foothills and/or Snowden Drifts. He’d still get full exp in those zones because he’s downleveled. Or just run through those two zones until he reaches Gendarran.
The first waypoint of each starter zone is available. Has he done all those, and all their next zones?
You can go back to any zone and have your level adjusted. If you’ve already cleared the hearts/100% finished a zone, you can still do events.

What everyone else hasn’t said because it’s obvious to long-time players of Guild Wars 2 is that you don’t need to do content of your level to progress. Your brother might be level 26, but he can still participate in the level 1-15 Wayfarer Foothills zone adjacent to Diessa Plateau and advance himself, and from there move on to the 15-25 zone Snowden Drifts to the west. By the time he’s completed one or both of those zones, he’ll be high enough level for the next Ascalon zone, Fields of Ruin, though he’ll need to travel there via roundabout route through the human city Divinity’s Reach.
