Which Story is best? Vigil, Priory, Whispers?
All three are bad. The writing is terrible, the characters flat and uninspiring, the story forced and contrieved.
Whispers is probably the least bad of the three, mainly thanks to Tibalt.

Personally, I like the in their face approach style of the Vigil.
I prefer the Whispers one, mostly. I love Tybalt. But I also love the rite you undergo after Claw Island with the priory, where you become imbued with Balthazar’s powers or whatever and completely nuke all the risen.
I don’t get everyone’s love for Tybalt. He’s nice and all, but he’s a bumbling oaf. I would like priory a bit more if the scholars acted a bit smarter. Sadly, they are usually portrayed fairly dumb for the brainy order.

It’s also kinda of irrelevant which order you pick. Soon, the story folds back into the same thing no matter what were your previous choices, so decisions such as race/affiliation/order/etc lose any impact. Any NPC you meet during the order chapters will disappear and your story won’t acknowledge them anyway.
As much as I respect Tybalt, I got to say my favorite Order partner is Colonel Campbell Forgal. I always get a kick with the second mission:
Forgal: “If we’re lucky, we can catch these bootjacks sleeping.”
You: “You really think we’ll be lucky?”
Forgal: “Kid, we both know that kind of luck doesn’t exist.”
(while attacking the camp, where everyone is caught sleeping)
“By the spirits! Is this some kinda kiddie playground?”
“You’re the worst-trained, most cowardly loustabouts I’ve ever seen!”
and my favorite:
“Whoever trained you must be crying right now!”

The one thing I can say about Tybalt is that he stands out as a charr in that your first impression towards him in that he isn’t your usual charr meanie.
As for my favorite, I thought the Order of Whispers is pretty kitten impressive though not because I have Tybalt by my side. It’s for the first few missions from my asura and Agent Batanga as well as the mission with my sylvari and Cai (the one where she would hallucinate about the oozes and stuff) and the one involving letting Demmi escape.

I agree with you there. Batanga and Cai were pretty neat NPCs.
Edit: Although, I think my favorite (and most useful) NPCs from the entire game are the Pale Reavers. OP sylvari are OP.
I think I have the most fun doing the Whispers missions, as they involve more than “go in and kill some things.” There’s espionage and stealth. Also the “welcome to the Whispers” splash art is the best composed of the three
But with 15 alts, I’ve played the heck out of all three plus the subrace study variations. It all blurs a bit.

Ah man, I forgot about awesomeness of the final mission to join the order of whispers as a Sylvari with Cai. Blackmailing the commander into abandoning the town, before convincing a bunch of centaurs you’re nature spirits leading them to conquer the settlement… Only for the Risen to show up and have the two of them start killing each other for a town there are no humans in!
I wish there was a 4th option: the Trahearne option!
That is, work with them all, befriend them all, gain their trust, so that they all worship the ground upon which you walk and hang upon your every word. “Oh, look, it’s the great <your name here>!” /e swoon.
Trahearne gets treated like this by all the orders even though he’s too good/snooty/busy/whatever to join any of them. Bah! The only guy who doesn’t trip over himself rushing to throw his cloak over a puddle for Trahearne is that non-orderly charr guy at Claw Island, and look what happens to him. Coincidence?

However, what you choose does play a small role in other parts of the game, though it’s only small bits of extra dialogue.
