Which class best affected by haste?
I don’t know the direct answer to this, but it would most likely be whoever normally has a large segment of their damage come from auto attacking, as haste wouldn’t help with reducing cd times of builds who’s damage comes from the use of skills. An ele with a lightning hammer would probably be good, as would a necro in lich form, warrioRS probably would get a lot too. Can’t speak to other classes too much as those three are my main ones
I love haste with the Engi Flamethrower. I’m not sure if that’s the best performance but couple that with rabid and bleed on crit sigil … it’s fun
Pretty much anything that has a higher base damage with slower attack speed.

Haste does nothing for that because the Flamethrower already has such a high rate of fire and most on hit effects have internal cooldowns.
Haste would benefit other weapons with on hit sigils by helping them to apply the on hit faster after the cooldown wears off, but the FT is very good with on hit effects precisely because it already does that.
All builds based on basic attacks really love haste.
Some examples I know:
Axe Warriors
Sword Guardians
Sword Mesmers
Staff Fire Eles
Dagger Thieves
Sword Rangers
Dagger Thieves
Sword Rangers
These two get my vote. Moreso the thieves; many sword rangers already run quickening zephyr. Thieves (at least the ones I play with) don’t often slot Haste. Double points if you use time warp on a signet of malice thief who’s low on health.
I would also suggest maybe hammer and mace guardians. The auto attack on both is REALLY slow, especially hammmer. Just an idea though.

timewarp is best stacked with when your entire party has high boons, and the enemy has high vulnerability, if your goal is damage.
the goal being to load a large amount of damage into a smaller time frame when the enemy is weaker.
however if they can have full uptime on might/vuln, it is less important overall
as far as the class that most benefits? probably theif, since they can burst harder than others due to initiative.
It also has support benefits, like getting teamates up faster or getting more blast finishers in a shorter time frame.
best auto attack damage is another focus
