Its the IME program (built into window) for Asian or other non unicode character based languages. It doesn’t quite work yet in GW 2 as Asian and those type of languages are not supported as of yet. Trying to type in anything but alpha numeric will crash GW 2 (as I just found out now).
Its activated by pressing shift and alt at the same time.
I can do this: Ohoyo Gozaimasu! (Good Morning!) In hiragana in GW 2 chat box if it worked.
Also this worked in GW 1.

Never quite got it to work in gw1, it always said something or another about not being allowed to type foreign text (including french accents).
Anyway, thanks, I rarely use windows so I don’t remember having that installed.
By the way, I can copy paste asian languages into the game.
In your case you were probably in American district which only allows English and Latin characters. It worked 100% only in guild and ally chat in any district, but if you stayed in American or the improper region (non China/Japan/Korea districts), It didn’t allow you to use a language that wasn’t for that region. International districts were designed for this reason, so you could use any language you desire. Also PvP was exempt from this when you were in battle. It was fun for me to mess with people having them thinking I was a foreigner when they bad mouth and trash talk.
Probably in GW2’s case, It will not work if the world is not Asia based. Which would be a let down for those here that bought the game and had foreign friends guest server and don’t know a lick of English. Also this depends on if we can play cross region anyways.
If anet really wants to get on the ball with the whole able to play together thing with no strings attached, they need to make servers that are not regional and international or just scrap the whole world idea within the next year. With the vast size of this game and its population, I don’t think it will happen.
Welcome to WoW 2.0 in that aspect? Instead of being separated by your allegiance, you’re separated by your region. Never played WoW myself, but I know people that did.
