80 is the max level, what you’re seeing is the mastery points.
The maximum level is 80. What you’re seeing is players with mastery points.
You need to do the first part of the Heart of Thorns storyline to unlock masteries and then you’ll be able to train them by earning XP.
But you’ll also need to earn the points, which come from achievements or can be found in Heart of Thorns maps.

If it’s in gold lettering, that’s how many masteries a person has unlocked. It’s in white its their level. All those who have masteries are level 80
Pro-tip: Park your boosted L80 character, create a new character, and level up naturally (pay attention to the tutorial messages at each new level). You will be thankful you did.
