Q:
Why am I underleveled?
When I first leveled I did all starter zones of all races and after that I was pretty much overleveled most of the time. Can’t speak for now though. Haven’t leveled anything normally in over a year.
Unfortunately maps do not level you to the highest level in a zone, so you need to get the last levels from somewhere else. Doing some stuff in another map or crafting are good options usually, events too.
I just bought this game and I am level 17 but all the hearts I have left are mostly level 19! Why is this and how can I get caught up?
You need to do more than just hearts. You can explore the map and complete the skill challenges, vistas, and discover all points of interest. This will give you more XP. Don’t forget to participate in dynamic events when you are out and about. More Xp. Also you can do the same in other race’s starter maps. Go to your race’s main city, take the portal to LA, then the portal to the other race’s city where you can then go to their starter maps. At your level you can also start your personal story and that will give more XP.
You can also get XP from exploring and completing the maps of each races city. No mobs involved, it just takes running around.

There are 5 zones in the 1-15 range and 4 in the 15-25 range.

That gives you a good idea of where to head to at what level.
Hearts are only meant to act as a guide. If you fully explore the map, gather and do events, you should have no problem keeping up. In fact, if you do that, you’ll eventually find yourself far past the recommended levels. If you take up crafting, you’ll gain even more experience from it.
If you only wish to follow the hearts however, you’re going to need to go to the other zones of equal or lesser level that you haven’t done.

Try doing your story quests first (follow the green star on your map).
If that doesn’t work for you, going to a different staring zone and doing the quests there might help.
You can go to a different starting zone by going to the capital city of your race, take the Asura gate (purple portal on the map) to Lion’s Arch and then take a different Asura gate to a different capital city and walk to the nearest starting zone from there.
or spvp some and get tomes to level, even get them in practice mode aswell.
If you are just two levels under for a quest, it’s not going to be a major disadvantage for you to complete said quest.

Everything you do earns you exp in gw2 so do anything you want and everything as more always helps in other areas of the game or just grabing wood/ore for later after you’ve finished leveling all those materials build up.
check your armour too it is worth upgrading your armour every 20-25 levels or so rather than relying on the armour given to you through the personal story or lvl bonus items.
plus the armour bought from the Tp in most cases is stronger compaired to the lvl up armour.
while leveling i advise not using ALL Power,precision,furosity gear have about 1/4 to 1/3 of your gear include some Power,Vitality,Toughness or Toughness, Vitality , condition so while you are moving around trying to avoid damage the conditions will likely help kill a few trash creatures if your build includes some conditions.
it helps with fighting those creatures that are a few levels higher than you too.
check out the Shadow Behemoth http://wiki.guildwars2.com/wiki/Shadow_Behemoth in queensdale its aimed at lvl 15-25 world boss so hop in grab some loot and exp , its good fun for a first world boss . just stay near some players since as you noticed things scale up and down too according the the amount of players.
You can complete dynamic events multiple times. They’re not like hearts. They’re not always there. They spawn spontaneously or at a time when something is triggered near by. Do events whenever you come across them even if you’ve done them already. Events are the best way to level and often incidentally fill in hearts without any extra effort on your part.
After an event is over make sure you hang around because many of them chain into new events.
