Why can't we submit our own guild emblems?
There are a few issues I can think of.
If players could submit their own at any time, ANet would have to review each one for inappropriate content. That could add quite a bit of overhead.
They could also periodically request new designs, and select a set number of those each time. However that means peoples’ guild designs get rejected as the rule rather than the exception, and still blows out the list of available emblems to the point that a new UI would be advisable to select between them.
If I remember correctly, there was a time players could submit designs for Guild logos. And a few were chosen.
Or maybe we just got to ‘vote’ for some new designs to be added. I really don’t remember the details.
I don’t think we will ever be able to use our own designs, for the reasons stated above, and more, but…

Oh please NO! I shudder at the thought of the sheer multitude of guild logos containing various parts of the male and female anatomy. Guarantee it would happen.

Did you never play Half Life or CS? Every custom tag wound up being child porn.
I suspect the main reason is the additional work required – for anyone else to be able to see the image it would need to be uploaded to the server and then downloaded to everyone’s client. There is not currently a system to allow players to upload images so that would have to be created.
The whole thing would also have to be monitored, ideally before images are made available to make sure it’s not misused: because it would be, it’s the internet, for everyone uploading a beautifully designed graphic that perfectly represents their guild name there would be 3 people uploading drawings of genitalia, 2 using it to insult their friends and a budding artist pleading with support to be allowed a bigger file size and larger image because their guild cannot possibly settle for anything less than a group portrait of all the members with their favourite NPCs and dragons behind them.
I would love for this to be an option. I have a private guild whose logo is the nearest I could get to my characters symbol from RP outside of games (at various times it’s been heraldry, the sigil for a secret society and a religious symbol) and I’d love to be able to get the actual thing in the game.
But I suspect it’s one of those things where it’s a lot of work for Anet to produce a minor benefit for a minority of guilds and so they couldn’t justify doing it. I mean people complain when they make an update the “only” benefits 1/3 of the game.
