Easiest skills to balance and make. No new animations required.
Cheapest way to feign an intent to expand upon utility skills and string players along that will hope for bigger and better down the road without ever having to deliver further..

The real question to ask is why there’s only been 1 new skill per class added in 2 years.
downed state is bad for PVP
