Why did Hitler decide to fight a war on so many different fronts? Germany clearly had the technological superiority, yet the still lost. The answer is, we do not know why evil tend to make non logical decisions. Hitler would have been better off coming up with a plan to get other countries to fight each other, let them weaken themselves, and then come in for the final blow and take over the world.

Because he initially thought he could unify the West against Soviet Russia which was his mortal enemy from the start.

Be careful with actual historic references like this. We do have a pretty good understanding of why Hitler did many of the things he did. One big error in judgement is not listening to his top generals which was largely an ego thing. Another big mistake was turning on Russia, however at the time he thought it was sound reasoning as he expected they were about to attack him and he was trying to preemptively remove that threat. In this he vastly underestimated Russia and overestimated his own capabilities. He thought it would be a quick and decisive strike, unfortunately for him it was quite the opposite.
On topic, my guess for Tyria lore is simply that they haven’t thought of it. These are not militarily minded people. Scarlet is a genius, however she is land based and a land plant by nature. Although it may seem obvious to us outside the fourth wall, it simply is not something prominent in her mind. In addition, the logistics of underwater building may simply be too huge of an undertaking.
The Krait are not militaristic either, they are slavers and prey on the week. In addition, their prophet seems to like towers and so that is what they build.
Bubbles, like all the dragons, doesn’t seem interested in conquering, or even destroying. They don’t seem to really pay attention to us little insignificant races (in their eye). They are more of a force of nature, so there is no reason to mount an attack as s/he’s been left alone.
Other threats I think fall into the same category as Scarlet in their reasons.
