Why is Tiami so small?
https://www.youtube.com/watch?v=qsby6rYkxS8
It could be because she’s still a child (at this point, I think she’s around 16 or 17). I think her stature is bigger now than it was when we were first introduced her, but I could just be remembering wrongly.
From the wiki
Taimi requires the assistance of a golem named Scruffy to get around, owing to a degenerative disease that prevents her from walking long distances and may spread to other parts of her body as she gets older. Although there is no known cure, this progeny is quick to refuse any offer of pity.
Personally I think her brain is soaking up nutrients first, leaving less for her body. Think she inherited that from her dad’s side of the family.
RIP City of Heroes
Considering that an Asura lives 5-10% longer than a human, that means at around 16 – 17 years old she probably is the equivalent age of about 14 – 15.
ANet may give it to you.

I’m pretty sure women reach their final height by 14-15 though.
Before they stated her age out right later on, I thought she was supposed to be 10-12.

Oh my God, you just reminded me that the Asuran hero from GW1 was voiced by Brain XD

She also walks with a cane, I believe, which I assumed was dude to some type of Asuran dwarfism. BUT I think she’s still considered “progeny” and is not an adult Asura, so it’s probably due to her being young and not fully matured physically.
For ease of stomping?
She’s not an adult, so she’s smaller. She’s not as small as the actual asura children though (also she should really have proportions closer to theirs, but I guess the adult asura model is easier to animate or something.).

Women do since that’s when puberty starts for most. She’s not a woman though, and I don’t think the age of puberty has been stated for Asura. Very possibly is later since they are a longer lived race.

Actually, so is the male asura PC in GW2, iirc.
Taimi is small — though she has been growing since we first saw her — because she is a child and because she has a degenerative disease in her legs that may be overall stunting her growth. Compare her to the progeny running about in south Metrica and you will see that she is not, however, the smallest asura in the game.
Is she the smallest asura in recorded history and why is she so much smaller than the smallest asura we have available?
I was wondering the same thing when I first encountered her in S2 (I didn’t know anything about S1 at the time, where she was introduced and a lot of important facts about her and the other characters were explained).
Now I have to assume it’s a birth defect, but I always found the fact that her overly big eyes (and that huge ribbon in her hair) just made her look ridiculous in regard of her small size.
P.S. It is safe to assume that “Taimi” is a homophone of “tiny”, which I believe Braham jokingly called her once in S1.
So has she shrunk again? Because in the latest living story, she was as big as my Asura.

No, I suppose you can build Asura PCs that small (the NPCs don’t have any unique scaling for any of the races). It still looks ridiculous IMO, though. I, personally, can’t take any baby-sized Asura serious.
You could use one of these on your Asura.
Taimi also has an illness which makes it difficult for her to walk so that might have something to do with her small size as well.
Here’s some dialog from season 1 that explains:
Braham Eirsson: So your golem’s dead. Why don’t you just walk out of here?
Taimi: Same reason you don’t fly out: because I can’t. My ears, how thick are you?
Taimi: See these legs? They don’t work right. I can’t walk very far unassisted.
Braham Eirsson: Uh…I uh…sorry. I didn’t know!
[…]
player: Are you injured? What happened to your legs?
Taimi: I was born this way. My legs were never strong enough to carry me very far. Don’t pity me, though. I hate pity. And I don’t need it because I do just fine for myself.
player: I can see that. Can your legs be cured?
Taimi: That remains to be seen. The degenerative effects of my condition may spread to other parts of my body as I get older, but for now it’s just the legs.
player: How far can you walk?
Taimi: I can get in and out of Scruffy when I need to. For example, I can walk from my bedroom to the water closet. Just don’t ask me to be your partner in a dance marathon.

I’ll never get why people create super tiny characters just like I will never understand why many create gigantic ones (although I can imagine the latter being for RL compensation of sorts).

I think it’s easier in jumping puzzles when less of the character model is obscuring the screen… And I feel a little insulted, I even put a bloodstone crown on my tall norn to make her even taller! :’D

Puts my greatsword at just the right height to thwack that norn right in the kitten.
