Why is there a reward window for stat-ups?
They are not removed by downscaling. Downscaling is a percentage of your orignial power rather than a cap to the actual power of players of that level. This is why level 80s are far more powerful when downscaled than an on-level player.
It is only meant to (poorly) estimate, but all of your stats are figured.

It actually does remove your base stats from extra levels completely. The downscaling coefficient is (base stat at scaled level / base stat at real level) * total stat. So it follows that your base stats will be completely eliminated.
The reason why a level 80 player is stronger than any player of a lower level is assuming they’re in BiS gear (or at least exotics of the same level). This is because at other zones, you don’t have access to tri-stat gear, giving you an advantage. Additionally the rarity difference adds a few stats here and there.
These add up and tip the scales.
Also food. Lots of food. And skills… and traits… and… runes… and sigils… :/
But my question is… why was that window added? (…) What’s the point in telling a player they gained +80 power when they didn’t actually gain +80 power…?
Since the revamp to the trait system, a lot of people had complain that now they “don’t feel like leveling” when gaining a level without a trait. I suppose that ANet added that window so that, when leveling up, you can “feel” like you win something.
