Im just curious to why this set in sPvP is not obtainable in PvE?

Pretty sure it is, Karma vendor perhaps.

Not the correct armor set appearance; shadow armor doesn’t look like the one in the OP’s picture.

It’s purchasable in WvW I know at least, master armorer, bottom tab for statless skins.

Please post a screenshot of the preview item with the location it is found, you can’t rely on wikis and forums which obviously have confusing information.

Does typing in all capitols to someone, demanding action, usually work for you? Or does it fall flat like it does for everyone else?

To OP: No, tribal armor is not in game for PvE, as far anyone can find.

I guess its so players will PvP…no armor skin would ever get me to PvP though, especially as we cannot wear it outside of PvP..

The helmet and shoulders look like the ones you can get for karma in the 20-35 zone range (I’m pretty sure I got mine in Kessex Hills). The body doesn’t match that set perfectly, however.
Edit I’m referring to the top screenshot, didn’t realize they were different.

The top image is mixed set – shadow/tribal. Lower image is pure tribal, Shadow is accessible by karma and WvW merchants, but tribal is still PvP only.
