Because time gating is fun apparently.
It’s a fair question. I have a full suit of celestial armor on my elementalist, and while it was satisfying to have to make each piece slowly, it was also tedious at times. 5 charged quartz per insignia, times as many armor slots, plus any accessory slots I want to fill with quartz…It adds up to a lot of trips to skill points I’ve already completed. While the stat combination is the flashiest, it’s not exactly best in show for every character.
Now that my ele is suited up and my alts don’t have a use for celestial gear, I’ve generally quit charging quartz for it, since I can’t sell anything after basic quartz.

I think, celestial gear was an experiment to to see if people would put up with a) time gating crafting and b) additional recipes instead of discoveries. As you can see from ascended weapons the answer for both is “yes”.
Having discovered that we will put up with it, and since the primary goal of the game is to make you log in everyday (and not to provide enjoyment or “fun” as claimed), they won’t change it.
Personally, I think this will backfire in the long run (specifically because time gated rewards are not fun).
This armor is easily one of the best stat distributions for elementalists and some engineers, yet it takes 5 days per insignia to make 1 piece of gear, plus 400 in the correct armorcrafting/weapon crafting, plus expensive materials.
Meanwhile any necro can pick up a full set of dire with scavenging runes already in them for 18g, no time gate. Any other class can pick up a full set of anything else except sentinal for about the same + cost of runes, no time gate.
Why isnt this armor set available for dungeon or wvw tokens?
If that person runs with the regular build. You talk about time intensive, let me tell you something. It took me 3 weeks to get my rabit gear on my Necro (well the parts I was missing) since nobody does the freakin Orr temple’s anymore. Dungeons are a pain in the butt with the current community since Necro’s are not allowed in instances
I have a Ele,Mesmer, Guardian, Warrior and Necro and none of the other classes has taken so long to gear up. See me complaining?
It was probably instituted to prevent a massive swarm of Celestial Gear when it was first introduced. Now though, the time-gate is unnecessary. It’s just another stat allocation and should be limited by the same constraints as all the others.

your post does sound exactly like a complaint.
but rabid gear is purchasable with dungeon tokens, and those tokens are account bound. You have the most desirable classes in the game already geared, you could have used them to run the dungeons to get the tokens for your necro if you had trouble getting groups. further, rabid gear is also available from TA and HOTW, two of the easiest dungeons in the game. they are also purchasable from the wvw vendor for wvw tokens.
None of those pathways exist from acquiring celestial gear.

I am aware of that, the point is that I am tired of people complaining all day. If GW2 is to difficult for you people then chose a other game, or if you can’t get your gear withing 24 hours (which seems to be a problem as well) is something you don’t like, play one of the classes that require nothing and get your armor from the TP.
I hope Anet raises the difficulty of certain items, or the time it takes to get them, since apparently 5 days is already to long. After that’s done we might finally get a break from the players complaining every day about their gear.
With the amount of effort required, it’d be better worth your time to just work on ascended gear…
This explains why they do the once-per-day gameplay mechanics:
Any newly introduced gear that can be considered better than exotic in stats or unique in look and can be crafted will be time gated.
What holds up legendary weapons is getting the precursor. The rarity of drops is the “time gate” however the super wealthy can buy the precursor off the market. With the new time gated gear the opposite is true. You have to be the game for the long term.
