Will Blackgate ever be open for transfer?
That has nothing to do with account issues, nor is it something really that this forum can help you with. Pretty much, you just have to keep trying.

While it IS kind of an account issue, it is doubtful anyone (even Arena Net) can assist with this problem (short of opening up all Servers to more players….unlikely to happen as MANY servers are underpopulated).
