Will CoF medium armor ever dissplay shoulder pads?

I was wondering if this is a bug or maybe is entended that way becuase my ranger CoF coat prevents sholder pads from being desplayd. Reason im asking this is becaus if the answer is its supposed to be that way I would buy TA coat that would look sick but at the same time I am saving the blossoms for gift of thorns for my legenday. Anyone have any idea?
