Will HoT be included with 2nd xpac?
I remember when they announced HOT they said that for all expansions the previous expansion and the base game would be including in the game. Once the new expansion is out you will not be able to purchase just hot. They did drop the price for HoT recently it was dropped down to 29.99 dollars and they do have sales randomly. So unless they change what they promised the next expansion will include everything.

Yes the new expansion will include core Tyria and HoT.
We want to be clear about our business model for future expansions now that we are approaching our first paid expansion for Guild Wars 2. We believe that to keep the game dynamic and vibrant with a constantly growing community, it should be as easy as possible for new players to get into Guild Wars 2. For Guild Wars 2: Heart of Thorns, we didn’t want the core game’s price to be a factor in a new player’s decision to begin playing Guild Wars 2. In the future, if we release further Guild Wars 2 expansions, we plan to offer all of the prior expansions, the core game, and the latest expansion for one single purchase price.

They said that each new Expansion will include the previous ones sure, and I think it might be a good idea to give HoT to the F2P players (in order to keep the maps busy) but I don’t think they ever said that they’d be giving HoT to F2P players.

No HoT will not be for the F2P players. The next expansion will have Core Tyria, HoT, and the new expansion. So far that is really all we can say for sure as they have not released any information yet on the expansion and will not release any until August 1st.
As for the time any information is released on August 1st? No one knows except for ANet. No one knows, except for ANet, what is in the expansion so everything you read and see until August 1st is just people guessing. Don’t fall for all the guessing, just wait until you actually see on August 1st what is in there.
I seriously doubt HoT will be F2P. I agree it will be baked into new expansion.

Unless ANet changes its bundling policy late in the process (heh), the expansion price will include HoT. I’ve seen no statements about HoT being available to free players. Also, it would make business sense not to include HoT in PFF. They’d also have to include it for core owners who buy neither XPac, or face another PR storm. Finally, HoT access is part of the incentive for free players to buy the new box. It’s also added incentive to buy for any players who own core but did not buy HoT, whether due to inactivity or any other reason.
