Will skins that an account has unlocked that can be applied for free continue to be free when the wardrobe system is released?

For example GW1 accounts have numerous skins unlocked. Also many accounts have skins unlocked via achievement points. Will these skins cost 0 transmutation charges?

It’s not like they’ll remove the vendor. I image everything in the hero panel will cost transmute stones, but you’ll be able to go to that vendor and take the skins out for free again.

I doubt the will remove the vendor as believe it or not there are still people working on their HoM. And then people like me that Have all the HoM skins available but I’ve only used a handful

If they do then they will probably be 0 trans cost skins.
