Will older equipped skins be unlocked?
If you don’t have them anymore, they will not be unlocked.

Exactly where did you get that information? I don’t see anything in the Wardrobe system blog that indicates this. If there were other Dev comments to back up your statement, please link to them.

Just think about it for a second. You either have to salvage, equip, make soul/account bound. The game did not track these actions before so it would not know which skins to give you.

If they will not be replacing purchased armor no longer in your possession, I highly doubt they will replace any other armor.
If the skins are no where on your account then they won’t be unlocked AFAIK. Everything in your pvp locker will be, plus everything on each individual character and in your storage spaces. You may after log in to each character individually thou…
Anything deleted/given away/no longer on your account won’t be unlocked.
For them to unlock skins that you no longer have they would have had to foresee this change coming sometime back and kept track of them. Are you saying that you think this was done? I certainly doubt that it was.
