Usually they do downloads / updates on Tuesdays. Also it is usually around 9am Seattle time that you get the “New build in 10 mins” as an in game msg.

slow was added to time warp before hot was released, so it’s entirely possible that any barrier added to already live skills will go in with any changes

I would guess as the trial weekend starts this week

some dev in mentioned in a post about fractals that the balance patch is going live today.

But they have server issues, so it might be delayed

I suppose it will depend on whether or not they get the EU servers back online. I’m guessing with the power outage for one of the data centers, they are holding off on the patch until everything has been restored. Which, I can understand, even if it does bum me out. If that comes back online prior to Anets EoBD, we may see the patch pushed. Otherwise, my guess is no.
