Last year it started on Dec 16th. The year before, Dec 10th. The year before that was Dec 14th. That will give you a possible range of starting dates.
And in GW1, it’s on the 19th.
And in GW1, it’s on the 19th.
GW1 is no longer a good predictor of timing for GW2: every single event in GW1 now happens on the same date, even if the underlying RL holiday has a variable date (Sweet Treats no longer aligns with Passover/Easter, Canthan New Year no longer aligns with the Lunar New Year, and Wintersday won’t be convenient to Christmas weekend).
That is, GW1 Wintersday now starts on 19 Dec every year while the GW2 date can still vary.

But gives you an idea on what the latest day it may be released. Even then, they typically do content releases on Tuesdays so the 22nd would tend to be out of the question. That leaves the 1st, 8th, or 15th. Since only one of them hasn’t passed yet, and it falls within the range of dates that they have typically released Wintersday in the past, this is the more likely date that it will be released. This ignoring that they’ve specifically stated when it would be available.
