Wintersday Consumable Titles
The booze one will remain active all year. I have seen no official statement on the candy one:

So you can keep drinking throughout the year assuming you can find the booze. There will be a bunch of sellers who will hold on to their stash until they can get a better price and there will also be a trickle of new presents from home instance nodes which may go some way to keep the price down, depending upon demand.

I doubt that anyone at ANet knows for sure. When they start planning out the actual development, they’ll look at past rewards, current dynamics in the game, and try to find a balance with something fun. (And, regardless of what they figure out, at least 10% of the community will love it and 10% will hate it.)
Personally, I’m assuming that this same title won’t be available in Dec 2016 (or it will start afresh), that there will be some other way of getting Winter’s Presence, and that drinks will become more expensive (not less).
Some people in the game were like oh don’t worry, those title progress will carry over to next Wintersday like they did in GW1 (which I don’t remember whether if they did).
There’s no way I can finish the booze title and I’m doubtful I will finish the sweet title and I’d feel better if I knew if my progress on both titles will carry over to next Wintersday or not so I can make a decision to consume them or sell them.
Short story: I wouldn’t assume anything about availability of these achievements for Wintersday 2016, unless ANet promises in their blog that they will return (and I’ve yet to see them make any sort of similar promise before). Decide now if you want to spend the effort|time|coin to complete the titles before the 12th.

There are always people who say “don’t worry” and others who say “panic!” Both groups are usually over-exaggerating the situation or assuming their personal experience applies to everyone else.

Short story: no, that’s a misinterpretation of what happens in GW1, which has been setup to operate in automatic mode: no new content, so festivals no longer change from year to year and you can always progress titles. Since the start, the only thing that festivals have added are opportunities to progress titles efficiently.
For festival-related skins or minis, you need to do certain quests, which are only available during the relevant festival. However, most such quests now reward tokens (which can then be exchanged for the skin, mini, etc, depending on the festival). Those tokens can be saved.
However, this has almost no relevance to GW2: the achievement tracks are only offered during the festival, only some festivals offer tokens (Wintersday does not), and GW2 gets frequent updates (festivals aren’t the same from year to year).

There are ways to complete both before 12 January, even though you might have no interest in them: gifts are easily farmed and drinks|sweets can be bought on the TP; it’s merely a matter of willingness to pay (in gold, gems-to-gold, or time). I say “merely” even though personally I’m not about to plunk down that much gold and I fall asleep if I farm more than 20-30 minutes.
If all you want is the meta-achievement, that can be done without completing the two consumable-based titles (that’s how I’m doing it). If you want Winter’s Presence, there’s no way around it, which is why I’m not spending the effort.
