The number of available achievements per day is based on the highest-level character on an account

If so, that is utterly insane.
If you have any character on your account over level 31, you get the full range (of 4. Wow.)
Well if you’re a brand new player with only one low level toon, you have to remember that things like dailies would be locked away from you early on anyway.

No, I think what they’re trying to do is get the 1- 10’s away from even bothering to do the dailies and concentrate on playing and learning the game first, and that would only apply to new players or new accounts that didn’t have any characters above level 10.
It also makes no sense to give lv 1 characters dailies like “kill the greatjungle worm”.
