No, I am, as we speak, in the Vaults, and the NPC lists Wintersday Rifle.

Maybe OP is confusing Wintersday weapons with Winter’s weapons, which have a limited amount to choose from.

Maybe you meant Wintersbite, Lillith? I’m not sure if that set has a rifle. It’s the first Wintersday set from 2012, made of brown wood with bright big snowflakes animated, as opposed to last year’s set of steel and blue and snowglobes.

Yes, those are the ones I was looking at. The weapons with the snowflake animation. Booo, no rifle there.
