Is one of you on an American server and the other on a European one? As far as I know, players from different regions can’t play together. The only fix for this would be for one of you to move to the other’s region.
Sounds like your friend has only recently started playing. If he deletes his characters, moving servers is free.

Are you both on servers in the same region?
If not that’s the problem. The NA and EU servers are separate, you can send mail and whisper people who are in a different region, but you can’t ever play on the same maps.
(There’s also the Chinese servers which are completely separate.)

If you’re playing in PvE, you should definitely be able to play on the same maps with each other. Being in a party is simply enough but if for some reason you didn’t happen to end up on the same map, you can simply right click on your friends portrait and click the join in X area option.
The only thing that would potentially prevent you from joining their map or visa versa, is if the map has already hit its hard cap with regards to player numbers.
Also, it goes without saying that you cannot join a friend in wvw unless you both belong to the same home server.
Oh yeah, this might be what you mean by going to a different area but you have to be in the same map before you can use the ‘join in’ function to move to the same copy of that map.
If one of you is in Metrica Province and one is in Brisban Wildlands (for example) it won’t work.
(Apologies if all the suggestions so far seem really obvious, but it’s easier to figure out what the problem is if we can eliminate the easy possibilities first.)
