Sanctum of Rall is great choice, and is intended for people in North America.

You can go your whole career in GW2 without buying gems. If you decide you do want gems, you can buy with real money or in-game. So far there’s been nothing anyone actually needs in the gem shop to play the game, only things like funny costumes, dyes, and things like that.

The most useful things you can get with gems are expanded bank, bag, and character slots.

I don’t think Black Lion keys are worth buying, unless you find it fun. Inside, you’ll find some random consumables.

Buying gems with real money is, so far, always the same price. Who knows if someday they’ll have a sale on them.

Buying gems with in-game gold is a somewhat contrived market-based system. The price fluctuates with demand. So far the price of gems seems to go up when there’s an event, and has an inflationary trend.
