It’s free to change from one title you have to another title you have.

I misunderstood then, I thought the titles say something about the person’s experience in WVW after the patch. That way there, we can not know very well whether we’re facing someone very experienced or an inexperienced rookie in WvW.

Well, there’s a WvW section in there. But, depending on the player, they might not want you to know how skilled they are.
