Would personalized stats break the game?
Do you mean allowing those with legendaries to choose an arbitrary combination of 3 or 4 stats that still add up the same as the current prefixes?
I’m all in favor of ANet adjusting the system to make that possible
(I think we’re long past the value of having named stats, especially when ascended gear names don’t match, when trinket upgrades don’t match trinket prefixes, which don’t match weapon proper name prefixes, which don’t match armor proper name prefixes.)
However, it would be bad if only legendary owners can do this. Legendaries, in this game, should not offer any advantage over ascended, except for the ability to swap at will.
To be honest, GW2’s approach to selecting stats is . . horrible. Half-rooted in the trading post, half in unusual map grinds, and all to get combinations of stats instead of properly integrating that into the crafting system.
Personally, I’d love to see the Pow/Conc/Pres/Fero PvP stat set brought to PvE. Or just a Major/2-Minor Power/Conc/Pres. (This wouldn’t even be necessary if Warrior trait lines actually added to boon duration like it used to…) But, I’m stuck waiting for stat set names that will never come, instead of being able to slot in stat choices in a sensible manner.

A downside to this would be that it would make changing stats on leg armor take substantially longer.
By the way… I would never even dream of something like this to be implemented because it’s a lot of work…. They would have to rework a bunch of things and I’m too much of a lore kitten to be asking for the development of this. But I thought it was an interesting concept.
I want to get Power/Healing Power/Precision/Ferocity stats.
Would Legendary weapons/armors having personalized stats between 3-4 stats break the game balance?
I’m personally a big fan of theory crafting my own builds, which my pocket regrets so much….
So, do you guys think having legendaries with personalized stats be bad?
Consider the possibility someone finds a specific combination of stats that a) doesn’t currently exist and b) outperforms the current meta. Legendary gear will immediately become mandatory for endgame content. It was never meant to be a super-expensive mandatory tier of gear. It was meant to be fashion/prestige tier.
Don’t get me wrong, I’d love to play around with stat combos, specifically ones with Concentration. But I don’t think ANet will do such thing. It’s just too risky.

The current system is designed to restrict us to maintain balance, just like restricting players to just 2 weapons or the various iterations or the trait system while all involved trade-offs of some sort.

Condition damage/condition duration/toughness/vitality.
This kitten will be dire with more condition duration making your WvW experience even better hahahahahaha. With that, if you are having a bad time removing those conditions applied by a pu Mesmer, you will burn in flames now.
Break the game, for condition balance maybe.

Maybe the possibility to change stats on the training golem? I think I spent like 500g over time on stat changes for testing already…
So … WoW did this, with “reforging”, allowing you to move around stats on gear.
The end result is that it changed from “get gear” to “get gear, visit a website to optimise, reforge to match what it says”.
For the game, this will lead exactly to the same thing: people will put stats in the “mathematically optimal” couple of builds (hi, vipers and berserker) for PvE, and a tiny handful more for WvW and PvP, with only trivial variations.
