Well, first thought, this would not be an Account Issue. Second, I am not sure what you mean. If you pick up some loot with a better stat and sigil, and can equip it at no charge. If you want to change the sigil, and can just drop another one into the slot at no charge. If you want to change the skin, to what you were wearing before, or some other skin, there would be a cost of 1 Transmutation Charge. I suppose if you want the sigil from the old item, or from new item, you can salvage with BLTC kit and remove it from said item.
Not being able to mix and match stats and upgrades is the cost, I suppose, of having skins unlocked and account-wide. Works for me.

Why would you use that in anything but end-game gear? The Major sigil does almost as much damage and costs a few silver in comparison.
This topic is about getting better loots, i.e not end-game gear, except for the rare case of going from Exotic to Ascended from an Ascended drop box. And in those cases, if you’re worried about a 12gold sigil for a 50g item, you shouldn’t be.
Besides, the old item can usually be salvaged to get the sigil back.

Because Exotic was end-game gear until they added ascended. Also some exotics cannot be salvaged.
It’s a topic that’s been brought up a few times in the General Discussions forum, we really do need Karma, WvW, Order, and Cultural gear to become salvageable or for the Upgrade Extractor to come down to a reasonable price.
