so if i already have a skin i didnt use my only option is to use a transmutation stone? im being charged again for something i already had?

It allowed me to apply it first and then unlock it. Have you tried doing that?

Uhm, if you have a skin you can apply it like you could before, the only difference now is, that, once applied, you also have it inside your wardrobe for further use.
You don’t lose anything, you only benefit from it.
