were you under the impression that bleeding is not viable?
the cooldown is important as some skills can trigger multiple crits per second, and that’s the shortest one there is. most of the other on-crit triggers are 5sec or more.

Been There, Done That & Will do it again…except maybe world completion.
Take Engineers, take Flamethrower kit, Skill 1: x10, 5 attacks per second, hits 3 targets max with each attack.
One reason my Engineer has strength Sigil, since not many good sigils for AoE condition based build.
I rarely do PvP or Hard PvE, unless it’s organized.

Earth was without cooldown on launch, it was the base of all condition builds, and was also the reason bleeding was completely useless as a condition.
Due to the sigil being nerfed the sigil is now -useless- for solo conditions (place was taken by torment and the sigil of bursting) leaving a big hole in most condition builds.
The condition stacking system still leaves the same problems, the change didn’t alleviate any problems regarding stacking in pvE, did create the problem of solo condi builds being considerably less usefull then before the patch… though most people wouldn’t want to be caught dead with conditions in pve mostly as it deals no dmg whatsoever, less even since the bleed nerfs were put in effect…

Try playing a condition elementalist. Max out your bleed and burning duration, start in fire, apply burning, then switch to earth and stack your bleeds. Switch back to fire at any time… aaaaaaaaaand your bleeds are gone, and you are locked out of your primary damaging condition. Or even worse, getting put in a situation where you have to switch to water or air while fire is still on CD, and having to stand there staring awkwardly at your opponent with absolutely nothing to do except apply a non-damaging condition that lasts a half a second.
