There should be no level requirement for the skins, but getting one is based on RNG so … Just open the Black Lion Chests and hope for the best.
The skins are called “Fused” there are pictures of them online already so you can check them out or preview them in the refugee camp in lion’s arch(I may be wrong about where to preview them fyi)

wat is RNG?
sorry for being such a noob, but i have no idea wat RNG is. if some1 could respond, plz. i keep buying the keys but im not getting anything XD.
Just means it’s completely random, even if you bought 100 keys you very well may not get what you want.
RNG = Random Number Generator.
you gamble with 99% of the time loosing.
The chance of you getting the skin is INSANELY low. We are talking you would have a better chance getting a precursor from the mystic toilet
It means you use money to buy keys and if you are insanely lucky you get what you want. If you have normal or bad luck you won’t. Three guesses which one most people are.

idk im getting EXP/honor/crafting/etc boosters…..also a lot and i mean A LOOOOT of black lion mining picks/axe/sicle thing. also the bag fulla gold, the backpack stuff, dyes, just a buncha gabrage

Used 50 of my keys, got a weapon token on the 47th.
I now have 18 crafting boosters. What can I do with them since I already maxed all 8 professions.
Had 2 keys, bought 2 chests and got a skin on the second. Bought 15 keys after and got nothing worth while.
idk, but all ik is that im never spending real money on this game again, nuff said.
I wasted 60G on keys and didn’t get any. I then got kitten and went to LA to mystic forge rares and on the first try got The Lover.

Even if it’s mostly real world money, It doesn’t matter once you buy gems because it no longer has real world value. Yes it’s legal but is it morally right? If you include kids are free to do it themselves.

It is legal, because you can’t win cash at doing it. That’s the general law, anyway.
Years ago, on Second Life, there used to be lots and lots of casinos where you could win Linden dollars. The problem for Second Life is that lindens can be turned into US dollars quite easily and legally. The problem is when you can win US dollars, not virtual items.
Currently there are no laws that say you can’t have people pouring money into your game to get a virtual item. There probably should be, but there aren’t.

To what others have said, I’ll also add that opening a BLC gives you SOMETHING. It may not be what you wanted, but you DO get something. It’s like opening a trading card booster pack. It’s not LEGALLY considered gambling, though if all you’re after is that one rare thing then it becomes very similar in function.

First, let me explain my take on RNG…
RNG: Random Number Generator – Bane to crafters, treasure hunters and farmers everywhere, it determines how often a “rare” item or high-end mats drop.
If something has a 5% chance of dropping, it doesn’t mean that if you open 100 chests, that it should at least drop 5 times. What it means is that there is a 5% chance EVERY TIME you open the chest.
For instance: Back when we played table top games (yes, I am old,) there was something called a Percentile Die. Every time you rolled it you had the exact same chance that a particular number would come up. You didn’t “remove” a rolled number from the dice so that you had a better chance to get the desired number next time.
We don’t know exactly what the chance of getting a skin may be, but the RNG gods have determined that one person will hit it 600 times before they get what they want, and another will hit it on the first try. It’s all in the numbers.
Hope that explains RNG a bit for those who are unfamiliar.
Now, as for getting keys, I would rather they be added to loot tables more dependably and removed from the Gem Shop completely. I would have rather seen the skins themselves in the gem shop. Just a personal opinion.
