Actual patch notes, they’ll most likely be released as usual a few hours (at most) before the patch is released

Other than that, this is the official release page:

wrapped up in some crazy ritualist hoo-ha from Cantha.
A real grab bag of ‘you can’t hurt me. They’re called Guardians.

Any time you want to see release notes, click on the GUILDWARS2.COM button at the top left of this page. You will get a list of articles/blogs as well as a changing banner at the top. If you click on the banner when it is talking about a release, you get that release page. At the top of the release page there are small boxes in a row listing previous and subsequent releases that you can go on to see their pages.

The Back to School release is at https://www.guildwars2.com/en/the-game/releases/september-03-2013/ — if you take out the date part at the end you get the main release page, https://www.guildwars2.com/en/the-game/releases/

So there are many ways to find the notes, though they are far from full patch notes. The patch notes come when the patch goes live, and can be found at
https://forum-en.gw2archive.eu/forum/info/updates

Hopefully that will help you find the information in the future, as there is new stuff every 2 weeks so you will want to find it on your own rather than constantly having to ask!
