the rings, amulet are easy to get. And I know how to make the weapons, but how do you get the ascended back items?

You craft them in the Mystic Forge, or buy one from Fractals and upgrade it in the Forge. See below for more information.

As of now, the cheapest one is probably still the Spinal Blades.

Ascended back items are usually upgraded from their exotic version, with their components depending on event or story. More info can be found here.
