But if it’s souldbound to the character I buy it on then I can’t really use it on other ones :/ I would love to though

I guess you could just buy it now, and then never remove the item from the email until you make the character in question.

It’s account bound until you use it; then the bag slot binds itself to the character that used it.
You can buy and it save it, just be aware its only 50 gems off the normal bag price if you exclude the stupid boosters, I might recommend if all you really want is the bag slot to wait. They go on sale once maybe twice a year, so if you create the character weeks or months from now you may have more opportunities to buy slots at a better discount.
