I wouldn’t say broken webpage. Its more its just not enabled yet. Probably will become enabled when patch notes are released (and should definitely be by the time patch is downloadable).

The patch is today, but has not been released yet. They don’t post the notes until they release the patch. You can check out these previews from other sites:
