Why aren’t suggestions being logged any longer?

They are still open to suggestions. They just shut down the suggestions forum because the developers didn’t find it any easier to navigate than players did.
The current system is that if you have a suggestion you should post it in the relevant section of the forum. So if it’s about changing a warrior skill (for example) it goes in the Warrior section, if it’s about WvW it goes in the WvW section etc.
Then Anet staff can check the sections relevant to their specific areas of expertise and find the suggestions they can work on, instead of all of them having to trawl through one forum full of “My new idea”, “Something cool”, “Plz fix this!” etc. hoping to stumble across something relevant.

Anet decided to just have people put suggestions into their relevant forums for that suggestion.
Wasn’t a bad idea, since the suggestion forum was kind of dead to begin with.
