If you delete it not only can you get 3 more tonics by making a new character and speaking to the NPC again but you can also buy it from the trading post if you don’t have a free character slot. Current price is 60 copper. http://www.gw2spidy.com/item/36179

I don’t think this is correct. New characters will not have town clothes, nor will they get a tonic from the armorsmith. I just made a new character a few days ago and tried it myself.

Whatever you have, that’s all you’re getting.

I think that’s why they are not bound and tradable, so it’s possible to give them to new characters/players

I just took a new character to the Black Lion Trader (Weaponsmith) and although I got the dialogue about trading in my Town Clothes, when I accepted, I got nothing in return.

It seems new characters no longer are given any Town Clothes upon creation.

Yes, I left that part out! He will give you the dialogue and ask if you’re ready to trade, but there won’t be anything in your inventory when you’re done. I can see how someone might think they’d done it based on the dialogue, and then later wonder where their tonic went.
