The poster means why can’t we put them in the forge to possibly get a different one in return for four we don’t like.
Because, when putting in 4 of a non-Weapon/Armor/Dye, it’s used as a recipe for upgrading tiers, even though Runes and Sigils use an RNG mechanic for upgrade. It’s the same reason why we can’t apply the Dust Promotion (or Tier Material Promotion) to T6 materials.
