can we have race changing?
It has been said to be something they want to do. That being said do not expect it to be too soon : they also said it was complicated due to personal story, racial skills and racial armors IIRC.
I had the same issue : I wanted another race, not for armors but for animations but I decided not to wait and got myself another character slot instead.
No offense but I don’t think that would work. This is a roleplaying game and your race determines your personal story. Changing your race would be very unrealistic and kill immersion. There are choices in the character selection screen and personal story which are unique to every race so by the time you finish making a character you have already made some irreversible choices that are available to only that race, which affect some of your early missions. For example if you are in the Ash Legion and become a Norn you would either have to do the Norn’s early missions again which would be weird or you will still be in the Ash Legion and Rytlock will still be the guy who asks you to join one of the orders and so on despite not being a charr.
I don’t think this would be healthy for the game because reaching the max level in this game is a lot faster and easier than in other MMO’s and in a game that is often criticized for not having much end-game content, the variety of races and professions is the main reason for us to make multiple characters. Giving us the option to change a character’s race at any time would lower the replay value of the game in addition to reducing immersion. But then who am I to say what options players should and should not have. I can just choose not to use it even after it is added :P

This is the kind of thing that developers backburner for years, with the added bonus that nothing gets developed in this game at all unless it funnels players back towards the Gem Store. I can’t imagine what a profitable price point for a Race Change would actually be, and I don’t expect ANet is thinking that hard about it either. I honestly expect NCSoft to sunset the game long before Race Changes become a priority.
You may just have to reroll.

your ‘personal’ story ends about level 10-20. after that it’s the game’s story.
As true as Odin’s spear flies,
There is nowhere to hide.

The choices you make at the character selection screen are irreversible and affect some of your missions. How would you change that retrospectively? Also after you join one of the three orders, what races you can choose to help (Skritt, Quaggan, Hylek etc) is also determined by your race so the Personal Story doesn’t end at level 20.
What they should do is make it a requirement that you have to complete your personal story then you can buy a race changer. Problem solved and they make money.
I’d be interested in that race change kit and would surely spend gem on it.
My charr is way too big and wide what makes it hard to manoeuver, can’t always see I’m in or outside of an AoE circle .
