concept armors already in-game
this looks better than all light armors in the game
Armor like that is only modeled for that type of character, which is why although it is in the game, you can’t have it. In some cases, the armor may not be armor at all and actually a part of the NPC’s model.
They could take that armor and release it as a gender specific cultural armor, but I can guarantee you people will complain about it and call them out for favoritism.
The reason why they don’t release armor very often is because it takes more time than releasing something like a weapon. Weapons can be designed once, whereas armor has to be customized for each race and gender combination, with the chest and legs being the most expensive.
It’s not even about adding a bunch of armors in the game, what the OP is saying (I think) is that he wishes Anet would add more sleek, sophisticated and elegant looking armors in the game instead of the collection of crazy looking armors, or armors that spew flame from every inch.
Seriously now, it’s the 2nd set of flaming armor they’re adding into the game, along with the new set of flaming weapons they added… where’s the simple elegant armor? :C

I personally honestly don’t mind some NPCs having unique outfits. It’s not about (for me) having NPC armors, it’s that the unique armors NPCs have in the game look so much nicer in a simpler put together way than most of the stuff available to players.

It’s also about ANET going miles for a little detail nobody cares about. It should be about which armor the player can get, not madame Beetlestone.
It’s not that they want NPC to be unique, it’s probably that they couldn’t be bothered to design a medium and heavy armor equivalent for that armor, and also a male version and some minor adjustment.
Even if a few years ago, they mentioned that we were going to be able to get every armor a NPC wears.
Meh. Concept art armour always looks better. It’s hard to make all parts and details of an armour set just like the concept because of the 3D character models, i guess it would take too long time to “perfect” them in 3D.
